Government issues ‘snooper handbook’ to staff


A “snooper’s handbook” has been given to Government officials to ensure that home owners who have carried out improvements pay more council tax.

The Valuation Office Agency is compiling a database that will give all 23 million homes in England one of 100 “dwelling house codes”, which are expected to form the basis of a council tax revaluation if Labour wins the next Election.

As part of the revaluation process officers will be given a guide to how to find home owners who have so-called “value significant” features.
